I am not sure how the laws operate in Oklahoma, but typically in Canada the only way to get the garnishee reduced is to negotiate this directly with the creditor.
If you would like information on how to stop a garnishe you should contact a local trustee (or in the states a bankruptcy lawyer) and discuss the filing of a bankruptcy or a proposal with the trustee.
