You can definatley file for bankruptcy on this type of debt and the debt would be cleared.
However, due to the nature of this type of situation the Government would refuse to issue you a drivers liscence. Therefor if this is your only debt and you wish to continue to drive filing a bankruptcy would not be of much assistance.
